Thats a mean sales gimmick...by just staring at the UCL and LCL for metrics and then determining the means and reducing the variability does not lead to reducing the CoPQ.

It is a pretty interesting question, and its answer depends on whom, when, how and with what intent you are asking.

The answer to the above, in my opinion is fairly easy for anybody who is seasoned in the IT industry and has dealt with a typical SDLC/V-Process model for their Software products' development.

I think the answer to the question what is the Right answer is "it depends" - it depends upon the context, the stakeholder and the time. My view is that all these frameworks and associated tools one should keep in the solution box and pick, mix and match as per the need. The ingenuity lies in experimenting with various techniques and then may be developing a new method by abstracting the solution to a higher plane. Well that requires hard work rather than looking at cookie cutter solutions. My experience has been that not only it is the right approach but actually it is refreshingly enjoyable - the whole process!
